The Armed Forces of the Philippines Modernization Act, enacted as Republic Act 10349 in 2012, represents the most significant legislative commitment to Philippine military capability development since the original AFP Modernization Act of 1995 (RA 7898). RA 10349 established a 15-year Revised AFP Modernization Program (RAFPMP) spanning three five-year horizon periods, with dedicated funding streams and a structured acquisition framework designed to transform the AFP into a capable and credible deterrent force.
For defense suppliers, the RAFPMP is not merely a budget document — it is a strategic roadmap that signals where procurement resources will flow over the coming decade and what capability gaps the AFP intends to close through acquisition.
The Three-Horizon Framework
The RAFPMP is organized into three implementation horizons, each building on the capabilities established in the preceding phase:
Horizon 1 (2013–2017): Minimum Credible Defense
The first horizon focused on establishing a minimum credible defense posture — acquiring baseline platforms and systems to address the most critical capability gaps. Priority investments included shore-based missile systems, coastal radar networks, patrol vessels for the Philippine Navy, light transport and utility helicopters for the Philippine Air Force, and infantry weapons and equipment upgrades for the Philippine Army. The FA-50PH light combat aircraft acquisition from Korea Aerospace Industries was a signature Horizon 1 program.
Horizon 2 (2018–2022): Capability Building
Horizon 2 shifted focus to expanding and deepening capabilities established in Horizon 1, with increased emphasis on naval territorial defense, maritime domain awareness, and air surveillance. Key programs included additional multi-role vessels for the Navy, offshore patrol vessels, land-based anti-ship missiles (the BrahMos acquisition from India was concluded during this period), additional fixed-wing and rotary-wing aircraft, and the Horizon 2 frigate acquisition program — the frigates Jose Rizal and Antonio Luna delivered by Hyundai Heavy Industries.
Horizon 3 (2023–2028): Integrated Force Development
The current horizon prioritizes systems integration, force multiplication, and the development of asymmetric capabilities. Strategic priorities include submarine acquisition (a long-deferred capability), advanced air defense systems, multi-domain C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance), UAV and counter-UAV systems, and cyber and electronic warfare capabilities. The Department of National Defense budget for Horizon 3 exceeds previous horizons in both scope and per-platform investment value.
Priority Equipment Categories
Air Assets
The Philippine Air Force has consistently prioritized additional combat and utility aircraft. Beyond the FA-50PH, the PAF has procured S-70i Black Hawk utility helicopters and AW109 light helicopters. Horizon 3 priorities include a multi-role fighter aircraft to succeed the aging FA-50s in the air defense role, additional maritime patrol aircraft, and intelligence-gathering platforms. Aircraft spare parts and maintenance support — a BGS core competency — represent a sustained procurement requirement across all PAF platforms.
Naval Vessels
The Philippine Navy's acquisition program spans strategic sealift vessels, offshore patrol vessels, missile-equipped fast attack craft, submarine hunters, and the deferred but politically active submarine acquisition project. Naval modernization also encompasses shipborne weapons systems, sonar and radar upgrades, and naval communications.
Ground Mobility and Fire Support
The Philippine Army continues to procure armored personnel carriers, infantry fighting vehicles, self-propelled howitzers, and light truck fleets for mobility. The Army's jungle warfare requirements and the ongoing internal security mission shape procurement priorities toward light, mobile, and reliable platforms suited to Philippine terrain.
C4ISR and Electronic Warfare
Perhaps the fastest-growing procurement category, C4ISR encompasses battlefield management systems, encrypted communications, satellite communications terminals, electronic intelligence systems, and integrated command post equipment. The AFP's joint operational ambitions require interoperable communications across services — a requirement that drives significant procurement activity.
UAV Systems
The AFP's UAV requirements span tactical ISR drones, maritime surveillance UAS, and emerging interest in loitering munitions and armed UAS. The PAF has taken the lead on UAV doctrine development, while the Army and Navy also maintain organic UAS acquisition programs. Israeli-manufactured UAV systems have featured prominently in AFP evaluations given their proven operational track records.
